“Through our Foster to Surrender (FtS) program, we have been able to help hundreds of animals each year who previously faced euthanasia because they had an infectious disease at the time of intake and were a risk to the health of our current population.

“All it took was approaching the Good Samaritans, who had already demonstrated they cared by bringing these animals to us, with the same trust and open dialogue we use when doing open adoptions. And, when we ask them to help just a little bit more by fostering with our support, so many, many of them say yes!” – Sharon Harvey

In 2003, Sharon left an eighteen year career in healthcare management to become the executive director of Geauga Humane Society’s Rescue Village. Four years later, she joined the Cleveland Animal Protective League, a private, nonprofit humane society that assists more than 14,000 animals annually through a variety of progressive programs.

Sharon thrives on working with her team to find new solutions for old problems. She is regularly invited to speak at national and regional animal welfare conferences about the APL’s innovative adoption programs, managed admissions and pet retention strategies, and Trap-Neuter-Return program.

Sharon serves on the Board of Directors of the Society of Animal Welfare Administrators and Ohio Federated Humane Societies, and previously served on the Board of Directors of the National Federated Humane Societies. She is owned by four dogs and is closely managed by her office cat, Ozzy!


Ayse Dunlap
Director of Operations, Cleveland Animal Protective League, Cleveland, OH

Ayse has worked in animal welfare for 18 years and joined the Cleveland APL in 2006.   Prior to her time in Cleveland, she worked at Chicago’s Animal Care and Control and PAWS Chicago.

At the Cleveland APL, Ayse oversees operations including the admissions,adoptions, shelter wellness, veterinary, humane investigations, and TNR programs that assist more than 14,000 animals annually.  She also oversees the APL’s newest program, project CARE (Community Animal Retention Effort), which is focused on creating proactive initiatives to help keep pets in their homes.

Ayse currently has one dog and three cats.  All three cats were foster failures.  Maybe one day she’ll learn not to foster cats.
